A box truck came into the shop in Rolling Meadows with a rear window painted over in black roll-on truck-bed liner. The owner had wanted privacy for the tools inside and had given up on the idea of putting his phone number back there, because he assumed anything on that glass was illegal. He had it exactly backwards on both counts. The rear window is the one piece of glass on his truck where the rules are permissive, and the product he needed turns that window into the largest uninterrupted advertising surface the vehicle has — while leaving him able to see out of it.
What the material actually is
Perforated window film is ordinary printable vinyl punched through with a regular grid of small round holes. The printed face is white so ink sits on it properly. The other face is black. On 3M films the black is in the adhesive itself — the Scotchcal 8173 bulletin lists "adhesive appearance: black" — while Avery Dennison puts a black coating on the back of the face film and keeps the adhesive transparent. Either construction works. What matters is that the side facing the occupant is black rather than white or grey.
That black layer is the whole trick, and it is worth understanding because it explains every limitation further down. From outside in daylight, the white printed face is directly lit and reflects strongly, while each hole is a small aperture onto a dim cab interior. The holes read as near-black dots against a bright image, so the image wins. From inside, you are looking at the black face, which absorbs light instead of reflecting it, while every hole is a bright opening onto a sunlit street. Now the holes win and the webbing between them recedes.
"One-way vision" is the wrong name for it
The industry sells this as one-way vision film and the phrase does real damage, because it makes people expect a material property that does not exist. A 1.5 mm hole passes exactly as much light inward as outward. The film is optically symmetric. What is asymmetric is the brightness on each face and the distance of the viewer, and both of those are conditions rather than properties. Contra Vision, which holds the original patents and has been selling the product since 1985, says so plainly in its own technical material: the effect holds "providing that the outside is brighter than the inside of a building".
There is a second mechanism nobody advertises, and on a vehicle it does more work than the first. From the driver’s seat the film sits roughly half a metre (about 18 inches) from the eye while the driver is focused on traffic thirty metres back. The vinyl webbing is not merely small, it is far outside the plane of focus, so it blurs into nothing. That is why perforated film performs better on a rear window than any brochure explains, and it has nothing to do with the film.

The numbers on the roll, and what the ratio really changes
Perforated film is sold by a ratio — 50/50, 60/40, 70/30 — where the first number is the printable film area and the second is the open hole area. The counter-intuitive part is that the hole diameter barely moves between ratios. 3M’s 8173 uses 1.5 mm holes at 50% open; its IJ1229 uses 1.6 mm holes at 40% open; Avery’s MPI 7000 series uses 1.6 mm at 40%. What changes between ratios is mostly the spacing, not the hole.

The tradeoff is not symmetric, and this is the part that decides artwork rather than film. The perforation is a fixed sampling grid roughly 2 mm across, so any detail finer than about 4 mm is destroyed no matter how good the printer is. Bold type and flat colour survive 50/50 without complaint. A photograph with fine texture, a thin serif face, or small reversed-out lettering will look broken at 50/50 and merely soft at 60/40. For a truck we specify 60/40 by default and design to a 4 mm minimum feature.
The federal rule stops at the driver’s seat
This is where most shop talk goes wrong, and the actual text is unusually clean. 49 CFR 393.60(d) governs coloring and tinting of windshields and windows on commercial motor vehicles. It sets the familiar 70 percent transmittance floor for the windshield and the windows immediately right and left of the driver, and then finishes with one sentence that settles the whole question: "The transmittance restriction does not apply to other windows on the commercial motor vehicle."
The federal glazing standard behind that, FMVSS 205, points the same way. NHTSA’s interpretation 3235yy states that in trucks, buses and multipurpose passenger vehicles, only the windshield and the windows immediately left and right of the driver are considered requisite for driving visibility, provided the vehicle has dual outside mirrors — and that the windows to the rear, including the rear window, are not required to meet the light-transmittance requirement. Every truck already satisfies that mirror condition by federal mandate, because 49 CFR 393.80 requires two rear-vision mirrors, one on each side, on every bus, truck and truck tractor.
One more limit is worth knowing so you do not worry about the wrong thing. FMVSS 205 binds manufacturers, dealers and repair businesses, not owners. NHTSA’s interpretation 17440.drn says vehicle owners are not restricted by Federal law in the modifications they make to their own vehicles. What restricts you is state law, which is where this gets specific.
Illinois names the product in the statute
Most states leave perforated film to be inferred from a general window-application rule. Illinois does not. 625 ILCS 5/12-503(b) uses the phrase in the text of the law: "On motor vehicles where window treatment has not been applied to the windows immediately adjacent to each side of the driver, the use of a perforated window screen or other decorative window application on windows to the rear of the driver’s seat shall be allowed."
Read the condition carefully, because it is the one people trip over. The permission is conditioned on the windows beside the driver being untreated. If a truck already carries tint on the front doors, subsection (b) as written does not grant the allowance. Subsection (b-5) adds the second condition: a vehicle with a rear window treated this way "shall be equipped with a side mirror on each side of the motor vehicle which are in conformance with Section 12-502" — the mirror rule requiring a view of at least 200 feet to the rear. A truck meets that already; a panel van with a single driver-side mirror does not.
Illinois then gives a second, independent safe harbour that quietly answers the objection a prosecutor would otherwise raise. Subsection (e) prohibits driving when the rear window is in such condition as to materially impair the driver’s view — and then states that a vehicle with a conforming mirror on each side "will be deemed to be in compliance in the event the rear window of the vehicle is materially obscured". The mirrors are the whole hinge of the Illinois position. Both conditions point at the same equipment.
Where it is never legal, in any specification
There is no reading of the Illinois statute that permits perforated film on the windshield or on the windows beside the driver, and no ratio makes it legal. Subsection (a) prohibits driving with "any sign, poster, window application, reflective material, nonreflective material or tinted film upon the front windshield", with a single exception for a nonreflective tinted film along the uppermost 6 inches. Perforated vinyl is both a window application and a nonreflective material — the statute enumerates both — and it is not tinted film, so the 6-inch exception does not reach it. Subsection (a-5) restricts the driver-adjacent side windows to specific tint options that likewise do not describe perforated film.
We will decline that job, and it is worth saying why beyond the citation. A windshield application does not merely risk a ticket; it degrades the one sightline that has no mirror backing it up. There is no equipment that compensates for a compromised windshield the way two mirrors compensate for an obscured rear window, which is precisely the logic the statute itself follows.
What it costs to get it wrong in 2026
Illinois penalties for this section are specific, and they include something more annoying than the fine. Under 625 ILCS 5/12-503(j) a violation of paragraphs (a), (a-5), (b) or (b-5) is a petty offence carrying no less than $50 and no more than $500. A second or subsequent violation is a Class C misdemeanour with a fine of $100 to $500. And conviction under those paragraphs carries a mandatory order to alter the nonconforming windows into compliance — which for film means stripping it off, at your cost, on somebody else’s schedule. Note that (b) and (b-5) both appear in the penalty list, so the mirror condition is not advisory.
What the film will not do
The honest limitations are all consequences of the contrast mechanism, and a shop that does not tell you about them is selling rather than advising. Four of them matter on a working truck:
- It reverses after dark. Once the cab interior is brighter than the street — a dome light, a sleeper lamp, a phone screen — the graphic goes flat and dim from outside while the film turns semi-transparent. Everything the daytime effect does is simply inverted.
- Rain fills the holes. Water bridging the perforations changes the local refraction, so the panel looks blotchy from both sides until it dries. It is temporary and it is normal, and it looks alarming the first time.
- Road film collects in the holes. The same grid that makes it work is a grid of two thousand small traps for salt spray and diesel soot, and a dirty panel loses contrast from outside before it loses view from inside.
- It is a poor neighbour to a rear defroster. The heating grid runs at temperatures near the tolerance of acrylic adhesives, and squeegee pressure across frit lines is how they get damaged.
None of these are reasons to avoid the product. They are reasons to put it on a rear window rather than anywhere else, and to expect it to look its best in exactly the conditions where the advertising is worth most: daylight, in traffic, seen from more than about twenty feet back.
Laminate, washing and how long it lasts
The usual instinct is to protect a printed panel with an over-laminate, and on perforated film that instinct is wrong in its standard form. A conventional laminate bridges the holes and fills them, which destroys the see-through effect the film exists for. What is used instead is a purpose-made optically clear perforated over-laminate — 3M supplies 8914 for exactly this — which keeps the holes open while stopping moisture and contaminants collecting in them. On a vehicle rear window that step is generally worth it, because the alternative is dirt in the perforations.
Durability figures come from the same bulletins and they are not interchangeable. 3M rates the polymeric 8173 at twelve months vertical exposure and the monomeric IJ1229 at six; Avery rates the MPI 7000 series at two to three years vertical. All of them are specified for flat surfaces only, which suits flat rear glass and rules out sharply curved backlights. For cleaning, hand wash with a mild detergent and cold water, and keep a pressure washer away from the edges and the perforations. A truck wash with rotating brushes will lift an edge eventually — that is the failure mode we see most. The application itself is dry rather than wet, which is the opposite of what most people have been taught: wetting the panel pushes fluid into the holes and the film ruptures at the perforations under a squeegee. Common questions
Can I put perforated film on my windshield if it is see-through anyway?
No. 625 ILCS 5/12-503(a) prohibits any window application or nonreflective material on the front windshield, and perforated vinyl is both. The only exception in the statute is a nonreflective tinted film along the uppermost 6 inches, and perforated film is not tinted film. No perforation ratio changes this.
My truck already has tint on the front doors. Can I still do the rear window?
Read 625 ILCS 5/12-503(b) closely, because it grants the allowance for vehicles "where window treatment has not been applied to the windows immediately adjacent to each side of the driver". Existing front-door tint puts you outside that wording. Bring the truck in and we will look at what is actually on the doors before quoting the rear.
Will I still be able to see out of it at night?
Less than you expect, and the reason is the mechanism rather than the film. The effect depends on the outside being brighter than the inside. After dark that reverses, so the panel goes semi-transparent from outside and dim from inside. Illinois anticipates this: 12-503(b-5) and (e) both hang on having a conforming mirror on each side, which is what you actually drive by.
What ratio should I order for a box truck?
Sixty forty for most work. It is what 3M and Avery ship as their vehicle-oriented perf, it holds a logo and a phone number legibly, and it leaves a usable rearward view. Fifty fifty gives more light and more view but starts to break fine type, and seventy thirty buys graphic density at the cost of the view you kept the window for.
How long will it last on a truck that lives outside?
Depends on the film. 3M rates 8173 at twelve months vertical and IJ1229 at six; Avery rates the MPI 7000 series at two to three years. Add a perforated optically clear over-laminate and keep it out of brush washes and it will reach the upper end rather than the lower.
Can it be removed later without wrecking the glass?
Yes. These are removable-adhesive films by design — Avery specifies a semi-permanent transparent acrylic, 3M a removable black adhesive. Glass is also the friendliest substrate there is for removal. Heat helps, and any adhesive left behind comes off with a citrus remover rather than a blade.
If you have read this far and concluded the rear window is the right surface, that is usually the correct answer — it is the largest flat advertising panel on a box truck or a sprinter, and Illinois is unusually explicit about allowing it.
